Mission Statement:

The Human Resources Division provides full human resources management for departments and agencies within the Executive Branch of the Government of Guam, under the auspicies of Titles IV and V of the Guam Code Annotated, and Public Law 9-240, Public Employee Management Relations Act (PEMRA); and Executive Order No. 2000-17.

To administer an effective and efficient personnel management program for non-autonomous departments and agencies within the Executive Branch in the areas of recruitment, test development and validation, classification and compensation employee records; employee management relations and employee benefits assistance.
